I invite kind attention to the references 1st to 7th cited, the Government have accorded permission to fill up the sanctioned existing vacancies and newly created additional posts of certain Paramedical Staff / Others on Outsourcing / Contract basis in all teaching hospitals and Colleges under the administrative control of the Director of Medical Education, A.P., Vijayawada, for functioning and effective delivery of health services. (Copies of the references are herewith enclosed).
In view of the above, all the Superintendents/ Principals of Government Medical Colleges and Teaching Hospitals, are requested to fill up the above said posts (Paramedical / Other posts) on Outsourcing/Contract basis through District Selection Committee and maintain Merit and Rule of Reservation in the recruitment processes, and should follow the conditions mentioned in the references scrupulously. The conditions are given below,
- All the posts annexed to this order shall be filled on Contract / Out sourcing basis as appropriate, duly following the competitive process.
- The consolidated pay for the posts which are being filled up on Contract basis shall be applicable in the orders issued in the G.O.MsNo.27 HM&FW(G1) Dept, Dt. 16-03-2018
- All Paramedical/DEO/Others posts should be filled up on Outsourcing basis.
- The Head of the Departments concerned shall phase out the above recruitment, in all the cadres, to ensure smooth career progression without stagnation.
- The Principals/ Superintendents concerned shall ensure that recruitment should be taken up in such a manner that no post shall be vacant in any Teaching institution.
- The remuneration for the posts which are being filled up on Outsourcing basis shall be applicable as per orders issued in G.O.Ms.No. 151, Finance (HR-1, PLG &Policy) Dept., Dated 08.08.2016.
- Weightage should be calculated as per G.O.Rt. No. 301 HM&FW (81) Dept. Dt. 16-06-2020 and G.O.Rt.No.211 HM&FW(B2) Dept,08-05-2021.

Further, all the Superintendents/ Principals of Government Medical Colleges and Teaching Hospitals, are instructed to follow the following schedule in processing and completing the recruitment.
In this connection, it is hereby instructed to complete the recruitment process strictly as per the schedule stated above and see that the persons appointed to various cadres are positioned in Government Medical Colleges and Teaching Hospitals by 17-01-2022 positively in view of administrative exigencies. The Superintendents of GGH, Ananthapuram and Vijayawada are hereby instructed to complete the recruitment process for both Government General Hospital and PMSSY Super Speciality Hospital.
Therefore, all the Superintendents/Principals of Government Medical Colleges and Teaching Hospitals, are requested to fill up the above said posts through District Selection Committee and maintain Rule of Reservation in the recruitment processes, and should follow the conditions mentioned in the references and send compliance report to this office.
