In the reference 1st cited, It has been decided for decentralizing the payment system to District Level and continue the release of payment of Cooking Cost, Honorarium of Cook Cum Helpers, Food grains bills, Transportation, Eggs & Chikkies and other payments through APCFMS directly to the beneficiaries from Districts w.e.f. 01.11.2021.
Further, It was instructed that the District Educational Officers shall get note approval for the payments of items like eggs and chikki from the Joint Collectors ( Development) before making payments to the suppliers in order to ensure the timely supply, quality.
However, after the reorganization of the districts, the post of Joint Collector (Development) is not filled up.
Hence the following revised guidelines are issued:
1. District Educational Officers in the State are instructed to get the approval of Collector and District Magistrate of concerned District instead of Joint Collector for the payments towards the supplies of Eggs and Chikkies before passing bills for having better control and supervision for timely supplies with the correct quantities and quality.
2. In the reference 2nd cited, as per the instructions of the Honourable Chief Minister in the review meeting held on 5.1.2022, it was instructed to form a committee at the Mandal level involving CDPOs, Mandal Educational Officers for pre-dispatch checks of supply of the Eggs in the go downs so as to avoid sending of rotten eggs/ small sized eggs and it was requested to take necessary action on the suppliers if any deviations in the quality of the eggs supplied. The same is reiterated again. District Collectors are requested to form such committees, If the Mandal Level committees are not formed yet by in the districts.
3. In the same manner, the Mandal Level Committee consisting of Mandal Educational Officer and two Senior Headmasters is to be formed for pre dispatch checks/ inspections of supply the Peanut Jaggery Chikkies in the go downs plant so as to avoid sending of damaged and spoiled/ poor quality Chikkies and also it is requested to impose the appropriate penalty as per the agreement / tender conditions on the suppliers if any deviations in the quality of the Peanut Jaggery Chikkies supplied. District Educational Officers shall form such committees
4. District Collectors are requested to verify the pre dispatch check details, quality aspects and timely supplies before approval of the bills.
