The kind attention of all the District Educational Officers in the state is invited to the reference 1st cited that the state Government of AP is highly concerned about the safety of children during disasters and hazard situations. The Department of Education in association with APSDMA and UNICEF has started
Andhra Pradesh Comprehensive School Safety Programmes during 2018. School Disaster Management Curriculum also integrated during the year 2019.
The state has initiated capacity building programmes on CCA (Comprehensive School Safety) at different level from schools to state level. Yearly Mock Exercises also conducted with APSDRF, NDRF, Fire, Police , Health, Revenue (DM), SDMA, UNICEF and other line departments and Community Based Organizations every year.
The main Pillars of AP- Comprehensive School Safety Programmes are; (1) Creating safe learning facilities for children, (2) Establish (Structural and Non- Structural) Disaster Risk Reduction Measures in all schools. (3) Protection from violence and other forms of abuse in schools, (4) Ensure safety of children from home to school and back.
In accordance with National School Safety Policy-2016, the state of Andhra Pradesh will constitute 26 District level School Safety Advisory Committees to ensure safe environment for children and to coordinate school safety programmes in all 26 Districts in Andhra Pradesh. As per the order of Hon’ble Supreme Court of India the District Education Officer will be nominated as the Nodal ofcer and also to send quarterly progress reports in respect of actions taken on implementation of School Safety Guidelines to APSDMA and NDMA.
The district school safety advisory committee will include the following representatives in order to ensure comprehensive safety measures and convergence in establishing safe environment for education;
Roles and responsibilities:
- Conduct quarterly review meetings with all the Mandal Educational Officers on school safety.
- Ensure the formation of Mandal and Village level Safety Advisory Committees.
- Ensure all the schools having updates School Disaster Management Plans and School Disaster Management Committees.
- Make recommendations to those it advises on policies and strategies to improve school safety and student well-being;
- Identify emerging issues and best practices for consideration and implementation, particularly as these relate to the integration of student well-being and school safety;
- Establish priorities for training and capacity building on seasonal hazards as per the School DRR capacity building calendar.
- Ensure that local community engagement on school safety and student well-being
- Ensure department level convergence in conducting regular Mock Exercises based on the Seasonal and other types of hazards.
- Ensure school safety audits in all schools and collect the status from Mandal Safety Advisory Committee.
- Organize capacity building programmes to all nodal officers and all stakeholders at the district level.
- Monitor “school safety week” every year.
Therefore, all the District Educational Officers are requested to form the District Advisory Committee and give instructions to field functionaries regarding Annexures attached and submit the details of District School Safety Advisory Committee , District Safety report to this office before 15th June, 2022.
