In the reference 1-st cited, Government of India has enacted the National Food Security Act, 2013 (No.20 of 2013) with an objective to provide food security to the people and to provide food and nutritional support in human life circle approach, by ensuring access to adequate quantity of quality food at affordable prices to people to live a life with dignity.As per Sec.40 of the NFS Act, 2013 State Government have issued the

Andhra Pradesh Food Security Rules, 2017 in the reference 2nd Rule 3 of the A.P. Food Security Rules, 2017 emphasizes on eligibility criteria to select the priority households for issue of ration cards.  Further, Government in the references 3rd & 4th cited, have amended the said eligibility criteria.

 As per the eligibility criteria, households having income up to Rs.10,000/- per month i.e., Rs.1.20 lakh per year in Rural area and in Urban areas up to 12,000/- per month i.e., Rs.1.44 lakh per year from all sources income, are eligible for issue of Rice card. As per the eligibility criteria for issue of Rice cards under the A.P. Food Security Rules 2017, households having any member as Government employee, employee of the Government, should be excluded.

 In the reference 5th cited, the Commissioner of Civil Supplies, A.P., Vijayawada has been requested to furnish a detail report on the request of A.P. A.C. of Employees, Teachers, Workers, Retired employees Association, for providing rice cards to the Government employees and pensioners who are getting meager amount.

The Commissioner of Civil Supplies in the reference 6th cited, has stated that, in six step validation, applications of Government employees/pensioners, who were paid salaries/ pensions through Comprehensive Financial Management System (CFMS) are being rejected without considering the income eligibility In this regard, the Commissioner of Civil Supplies, A.P., Vijayawada has been requested the Chief Executive Officer, Comprehensive Financial Management System (CFMS), Finance Department to furnish the details of employees and pensioners who are getting amount less than Rs.10,000/- per month through CFMS / APCOS. In the reference 7th cited, the CEO, CFMS, has furnished the list of 19,780 pensioners who are drawing pension below Rs.10000/- per month in August, 2021. Accordingly, the Commissioner of Civil Supplies, A.P., Vijayawada has requested the Government to exclude the list of 19780 pensioners who are drawing pension less than of Rs.10,000/- per month through CFMS, from Six step validation in respect of pensioner category to enable them to obtain Rice cards.

In the circumstances stated by the Commissioner of Civil Supplies and Government, after careful examination of the matter, hereby order that the pensioners who are drawing pension less than Rs.10,000/- per month through F.M.S. are exempted from the validation of the step dealing with pensioner category to enable them to obtain Rice cards. The eligibility criteria as far as the remaining Steps for sanction of Rice cards, issued under the A.P. Food Security Rules, 2017 shall be followed while issuing Rice cards to these families and there is no exemption in respect of eligibility criteria as ordered in the references 2" to 4thcited.

The Commissioner of Civil Supplies, A.P., Vijayawada shall take necessary action in the matter.
